The urban planning process evolves from a rough, basic concept to a detailed, concrete design, and the VITRUV project provides tools for urban planning which can be applied across three stages of design, ranging from concept to plan to detail level. Securipedia forms part of the toolkit applicable to the concept level, where well-considered systematic qualitative decisions should be made.

The tree levels represent stages in a planning process and should not be confused with the various hierarchical levels at which urban planning can take place, such as national, regional, municipal or local plans. The VITRUV tools are primarily directed to support the three stages of planning on the level of an urban zone.
