Adapted the definition to focus on reduction of (security) risk.

Removed two examples that only concerned safety, not security:

  • Adapting walking paths to facilitate flows of people. An example of application of this principle to crowd control and evacuation management is that recently in Saudi Arabia, walking routes in Mecca have been improved to accommodate more pilgrims and reduce risks of stampedes by redesign of the Sacred Mosque and crowd design.
  • Reducing flows entering the highway with ramp metering
