The concept tool relates to prevention/preparedness and mitigation measures to ensure urban area is more resilient to crime or threats. The 'comprehensive approach' describes areas of a city that may be responding to an event, post-occurence.
Also, for an urban planning end-user, the 'comprehensive approach' they may be looking for would relate to what actions they can take, including the application or consideration of the results of Securban/Securipedia in their decision-making process, to ensure that a holistic or comprehensive approach is taken.
